DAVAO CITY (4 March 2020) – In pursuance to the policy directions of the Duterte Administration and in consonance with the vision of Southern Philippines Development Authority (SPDA) Administrator and Chief Executive Officer Abdulghani ‘Gerry’ A. Salapuddin, a review on the institutional position of the Authority vis-à-vis several internal and external factors affecting its operations will be conducted starting next week, 9 March 2020, in Davao City and the succeeding workshops shall be held last week of March, this year.
To come up with a more comprehensive and objective assessment for the SPDA’s five-year (CY2020-2024) strategic plan, the Development Academy of the Philippines (DAP) has been engaged to plan, facilitate, and undertake the preparation of the institutional review and strategic planning consultation and workshops. The DAP is a government organization which assists in shaping up new government policies, crafting development programs, and modernizing the management of government agencies and private enterprises.
The conduct of this upcoming institutional activity is geared towards clearly identifying a blueprint of the SPDA in fulfilling the Authority’s mandates and develop remedies to utilize its resources to achieve them.
On 9 March 2020, Monday, a day-long research on the driving forces: desk research, key informant interview (KII), and a focus group discussion (FGD) will be conducted by the core group and research team of SPDA at the main office in Davao City.
Following the gathering of qualitative data which is expected to cultivate deeper and more inclusive understanding on SPDA by the ten-member SPDA research team, workshops shall be conducted on 23-24 March 2020 which will focus on framing the challenges and identifying the driving forces as well as on building blocks, scenario framework and stories. These two-day activities will be participated in by the office of the administrator, operations, finance and administrative, as well as corporate affairs departments of the SPDA.
The last component of the strategic foresighting and scenario-based building shall be on 25-27 March 2020 in which representatives from the SPDA Board of Directors and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are among the participants of the said workshops. The last three-day activities shall focus on the implications and options, indicators and signposts as well as the results-based performance management system. (Celestino B. Siglos, Ed.D.)
